For the question regarding the horizon line, when it is out of the picture, I heard a perspective teacher named Erik Olsen, which has that crazy 70hrs perspective course say, that a lot of the times the horizon line and eye line are the same, but not always. So when we look up at the buildings the horizon line remains down out of the picture, while the eye line shifts up to the sky. So basically there are two terms: Horizon Line and Eye Line. Also if we move the frame without moving our head, we will have a distorted image since it will be outside of the cone of vision.
