recommended tool/software to draw over a picture?

I want to be able to just pick up my pen(digital of course) and just draw over some pinterest or google photos or references i have. because i just want to figure out the anatomy of the skull for example, or just gesture lines, without going into any detail, just trying to figure out the 3d shape of the picture, so.. is there a fast tool for this? its annoying to download where you could just draw over..? Edit: found it. just a better words search on google. you go to LunaPic website and then select advanced from the browse/upload picture and you can select a URL, which then after its processed, you can select "draw" from the menu and select a drawing tool to start practicing. finally!!! hope i'm helping somebody here.

Another option you can use is to get a good screenshot tool (i.e. Greenshot is free and portable) which let's you manually capture a region, then just copy the source picture and paste it into an editing app like Photoshop/Krita/GIMP, etc and edit on top with the benefit of layers where you can set transparency etc.

I was just going to recommend photoshop, but based on the solution that you found, I imagine that wasn't the answer you were looking for. Glad that you found something that works for you!
