Is there an app on the iPad that has a similar ruler that Sketchbook Pro Desktop has?

You can independently move the two points, allowing you place one point and use the other to find an angle. And the two points allows for you to measure the distance between two points, and move the ruler to the side via the square to duplicate the distance. It's very useful and easy to use.
